Why can't stocks trading on LSE_SEAQ exchange be added to the platform?

Stocks can be traded on the LSE_SEAQ exchange only by phone, and with a minimum nominal amount of GBP 20,000.

SEAQ stands for Stock Exchange Automated Quotation system and is a system for trading mid-cap London Stock Exchange (LSE) stocks. The SEAQ system contains no public limit order book and, as such, the system is not MiFID (Markets in Financial Instruments Directive) compliant.
